Roles and Responsibilities:

Conducts research, monitors, and presents on legislation, regulations, rule makings, ordinances, grant opportunities, economic development programs and initiatives that impact the Airport.

Develops annual legislative priorities and long term policy positions at local, state and federal level.

Designs education and advocacy strategies in support of legislative and development priorities.

Develops and maintains relationships with government officials, staff, agencies and community partners.

Represents the Airport at governmental, community, and association events and meetings.

Coordinates the operational processes required by the Airport owners (City of Spokane and Spokane County) as prescribed in the interlocal agreement.

Develops, coordinates and maintains strong working relationships that support and advance the strategic growth and development initiatives of the Airport with other municipal corporations, business organizations, and other strategic partners.

Prepares written and oral communications and testimony (i.e. letters of opposition/support, legislative hearing testimony, one-pagers, and rulemakings) on behalf of the Airport in local, state and federal proceedings.

Coordinates tours of Airport for elected officials, government staff, and community partners.

Develops and prepares presentations in support of Airport legislative and development activities.

Position Overview: Airport (Operations) Manager is a working manager position that organizes, supervises, and participates in the maintenance, repair, and construction of airport property; access roads, specialized equipment, airport buildings, aircraft hangars, runway lighting, airport electrical, and other airport facilities as required.

This manager reports directly to the Executive Director and is responsible for managing the operational and managerial activities of the Port’s two airports, which are located in the cities of Richland and Prosser. Responsible for overseeing all aviation activities at both airports, this manager is responsible for working closely with tenants, contractors, stakeholders, and regulatory officials to ensure the airports are operationally safe, responsive to customers, productive, and fiscally efficient. The Richland airport offers two runways, localized approach communications, re-fueling services that are privately owned at both airports, base operation of over 150 ties down slots, and pilot services. This position will be responsible in oversight, compliance, and management, with support from the Ports Leadership Team, for 42 leases inside the fence at the Richland Airport and 21 active leases at the rural GA Prosser Airport. Grow potential is planned in coordination with FAA for both airports and increased corporate activity is desired.

The Airport Manager is part of the Leadership Team and works collaboratively with the Finance, Real Estate/Property Management, Facilities and Engineering managers to ensure the Port serves its customers, community partners, stakeholders, and economic sustainability of the region.

The employee must respond to emergencies on 24/7 bases but typically works a Monday-Friday workweek. The position is FLSA exempt.
